NOTICE OF INTENT TO DIRECT AWARD

NOI Title: PENDER ISLAND RECREATIONAL TRAIL-DESIGN AND SURVEY-PHASE 2

Notice is hereby given that Capital Regional District (the “CRD”), intends to directly award a Contract to the following supplier to provide follow-on design and survey services as the Engineer of Record for the second phase of a 3m wide gravel recreational trail along Alridge Way and Canal Road on Pender Island for a term of one year at an estimated value of $70,000.

CRD has chosen not to proceed with a competitive process for the following reason:

  • to ensure the continued supply of these essential services to the CRD with stable pricing, we will direct award the above non-volume committed contract(s) until the CRD completes an upcoming competitive process for future contract.

The proposed vendor demonstrated that their engineering design and survey services met the following requirements:

  • Continuity with design of Phase 1 of the trail along Schooner Way as the Engineer of Record. Engaging the same Engineer of Record for Phase 2 ensures technical consistency, preserves the integrity of the original design, and supports efficient integration between phases. This continuity minimizes the risk of design discrepancies, accelerates project delivery, and avoids costly duplication of effort or potential rework.
  • Preliminary survey work and conceptual design of the Phase 2 area. The proposed vendor’s prior involvement provides critical insight into site conditions, design parameters, and stakeholder requirements. Leveraging their existing work and knowledge base avoids unnecessary delays and ensures a smoother transition into detailed design and implementation.

Vendors who wish to challenge this decision should submit a detailed written objection including documentation demonstrating that they meet the requirements and criteria set out above. This is to be addressed for the attention of Cody Murray, Project Engineer, by email to purchasingfmes@crd.bc.ca before 2:30 pm Pacific Time, 2025.05.23. CRD will review any and all issues received by this date and assess each objection against the criteria. This assessment will be kept on file. If an objection is justified, a competitive process will be undertaken. For any objections that are rejected, CRD will provide reasons why the objection did not satisfy the needs of CRD in this procurement.

Challenges to this NOI become the property of the Province and will be held, subject to the provisions of the Freedom of Information and Protection of Privacy Act.
