Project Description:

The Capital Regional District (CRD) invites Proposals for the provision of marine science vessel services. The CRD conducts an annual monitoring program to assess the potential effects of the McLoughlin Point Wastewater Treatment Plant outfall and the overflow outfalls at Clover Point and Macaulay Point (collectively, the ‘marine outfalls’) on the marine receiving environment. To undertake the marine outfall monitoring program, the CRD requires the services of a research vessel and operator for ongoing monitoring work.

The CRD reserves the right to award in whole or in part. Proponents may be awarded additional follow-on work without a further competition.

A Contract will not necessarily result from this Request for Proposal (“RFP”).

The quantities are estimated annual amounts, initially for a three (3) year period with the option to extend the contract for two (2) additional one (1) year periods upon mutual agreement.

The CRD will accept only electronic submissions. Submit a PDF copy of your Technical Proposal and Financial Proposal (in two separate files), in accordance to the instructions contained herein, to the following email address:

Delays caused by any computer related issues will not be grounds for an extension of the Closing Time. Proposals received electronically with a time stamp after the Closing Time will not be considered. CRD will utilize the timestamp on its internal e-mail system in the event of a dispute as the final time.

Proposals must be received on or before the following date and time (the “Closing Time”):

The CRD reserves the right to extend the Closing Time at its sole discretion.
