INSTRUCTIONS TO BIDDERS
The Capital Regional District (CRD) Regional Water Supply system delivers drinking water to approximately 420,000 residents in 13 municipalities and 1 electoral area, within the Greater Victoria Area. In addition, the CRD is also responsible for the supply and distribution of potable water to the municipalities of Langford, Colwood, View Royal, Metchosin, Sooke and the Highlands.

PURPOSE OF THIS RFQ
The CRD is to prequalify one or more prospective contractors under several different Contracted Services categories depending on the Contractors area(s) of expertise. Resulting contracts will be on an “as and when needed” basis with no guarantee of a minimum.

Parties that submit a response to this RFQ are referred to as “Bidders” and their submissions to this RFQ are referred to as “Submissions”. At the conclusion of the prequalification process set out in this RFQ (the “Prequalification Process”) it is expected that one or more Contractors will have been successfully prequalified (“Contractors”). The Prequalified Contractors will then be eligible to participate in subsequent directed Statement of Works (“SOW”) issued after the prequalification period as and when the need arises.
SUBMISSION REQUIREMENTS

Submissions received after closing time will not be accepted or considered.
All inquiries related to this RFQ including whether or not contracts have been awarded, should be directed in writing to the person named below (the “CRD Representative”). Information obtained from any person or source other than the CRD Representative may not be relied upon.

Bidders finding discrepancies or omissions in the RFQ or having doubts as to the meaning or intent of any provision, should immediately notify the CRD Representative. If the CRD determines that an amendment is required to this RFQ, the CRD Representative will issue a written addendum to the Bidders. No oral conversation will affect or modify the terms of this RFP or may be relied upon by any Bidders.
Inquiries should be made no less than seven (7) calendar days prior to Closing Time. The CRD reserves the right not to respond to inquiries made less than seven (7) calendar days prior to Closing Time.
The CRD will not be responsible for, and the Bidders shall not rely upon, information, instructions or clarifications given to Bidders other than in the form of a written addendum issued by the CRD. Without limiting the foregoing, any verbal representations, promises, statements or advice made by any employees of the CRD, other than that offered through the CRD Representative, should not be relied upon.
If the CRD determines that an amendment is required to this RFQ, the CRD will issue a written addendum and it will be posted to BC Bid and CRD websites. The addendum(s) will be incorporated into and become a part of this RFQ and resulting contract(s). Failure to acknowledge and address all addenda in a submission response may render the submission invalid. It is the sole responsibility of the Bidder to check BC Bid and the CRD websites for addendum(s) prior to submittal.

Amendments to a submitted offer may be made by e-mail but must be received before the Submission Closing Time and Date noted above. It is the responsibility of the Bidder to ensure that they have sent the amendment(s) in sufficient time should there be any delivery issues. Late amendments will NOT be considered and will be rejected.
If an offer is accepted by the CRD, a contract will be prepared and provided to the successful Contractor for signature. Bidders are to review the pro forma contract in Appendix “A” Pro-forma Contract for Services and to indicate if there are any proposed variations.
The CRD may, in its sole discretion, accept or reject a Submission that is not in English.
TERM
The initial term of this agreement will be a two (2) year period anticipated to begin on or around July 15, 2025, subject to final execution of the agreements. By mutual agreement the start date may be altered by the parties.
The CRD reserves the right to extend this agreement for three (3) additional one-year periods, provided agreement to do so is reached between the CRD and the Prequalified Supplier no later than thirty (30) calendar days prior to the expiration of the current agreement.
