Tenders will be received electronically by the CRD at PurchasingFMES@crd.bc.ca, with the subject line
PENDER ISLAND SCHOONER WAY RECREATIONAL TRAIL CONSTRUCTION Contract NO. 60.24.01-01 up to 2:00 pm local time on Wednesday, April 16, 2025, at which time they will be opened in “private”.
The works to be constructed under this Contract generally include, but are not limited to, the following:
The CRD would like to contract procurement of the construction of a 3m wide gravel surface multi-use trail paralleling Schooner Way on Pender Island between Danny Martin Park and Medicine Beach (approximately 1.3km) in accordance with the design by ISL Engineering and Land Services Ltd, available in Appendix C. The scope encompasses all associated construction tasks, including drainage improvements, re-establishing driveway culverts, arborist work, traffic control, disposal of excess materials, and signage and road painting.
Bulk rock material will be provided for construction of the trail but must be processed (i.e., crushed and screened) to the appropriate quantities and specifications. The bulk rock is currently stockpiled on North Pender. The rock processing and transport are included in this tender, but the storage fees are not. Any excavated soils may be stockpiled at the same property for disposal or reuse at a later time. Otherwise, all products, equipment, and materials are included in the scope of supply.
Proponents may be awarded follow-on work without a competition.
Digital copies may be downloaded after registering as a vendor at www.bcbid.gov.bc.ca without registration. Vendors are encouraged to check BC Bid regularly for updates and not rely on e-mail notifications, as email is inherently unreliable and subject to interruptions.
The lowest or any tender will not necessarily be accepted.
The Capital Regional District encourages proponents to consider opportunities for Indigenous employment, business involvement, and community opportunities. Proponents are encouraged to procure goods and services from affiliated businesses and to consider partnerships and joint ventures to benefit these communities. This is not a local preference. Each proponent will be evaluated on its merits at the time of submission.
A mandatory pre-tender site meeting is be held at Danny Martin Park (parking off Buccaneer’s Road), Pender Island, at 9:30am, Thursday March 06, 2025. Tenderers are required to visit the site to ensure they have satisfied themselves of everything and of every condition that could affect the execution of the work. Tenderers are encouraged to make enquiries to satisfy themselves of the work requirements.
