Notice is hereby given that the Capital Regional District (the “CRD”), intends to directly award a Contract to the following supplier to provide Biological Aerated Filter (BAF) Media, 200 units of CY

Biolite 2.7mm.

In wastewater treatment, BAF media refers to the granular or spherical materials used in BAF systems to provide a large surface area for microbial growth, facilitating the biological treatment of wastewater. Common media types include sand, gravel, anthracite, clay and garnet. The CY Biolite product is composed of excreted clay and has been supporting the treatment process at McLoughlin Point Wastewater Treatment plant since opening. A change of product could impact density in process, which would result in imbalanced material density and unanticipated maintenance issues. The estimated product value for 200 units is $148,400.00 (USD).

In accordance with applicable trade agreements, CRD has chosen not to proceed with a competitive process for the following reason:

• the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:

(a)   to ensure compatibility with existing products/systems

Vendors who wish to challenge this decision should submit a detailed written objection including documentation demonstrating that they meet the requirements and criteria set out above. This is to be addressed for the attention of Procurement Services, by email to PurchasingIWS@crd.bc.ca before 2:00pm Pacific Time, Friday, August 1, 2025. CRD will review any and all issues received by this date and assess each objection against the criteria. This assessment will be kept on file. If an objection is justified, a competitive process will be undertaken. For any objections that are rejected, CRD will provide reasons why the objection did not satisfy the needs of CRD in this procurement.

the Freedom of Information and Protection of Privacy Act.
